If your aim is to bring toulbar2 to Debian,
you want to deposit it in the debian-science git repository at Alioth,
and look for a sponsor:
1] fill a RFS at https://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=sponsorship-requests;dist=unstable ,
that is: bugreport + sponsorship-requests + ... ;
2] add an entry at https://wiki.debian.org/DebianPureBlends/SoB , it might help ;
3] be patient.
