The Files-Excluded option is simply to exclude files no matter what kind
of files these are. It makes things transparent and simplifies review.

I see no reason why fixing executable bits in the source tarball should
be needed at all.
I will sponsor the package since I will not put my opinion about
Files-Excluded on my but may be you reconsider your decision for future
releases. Anyway - the best solution would be without any question to
teach upstream to provide proper tarballs.

Your effort is definitely regarded and any serious Debian user will
believe that initial packaging is some work. :-) Finally the history
of your doings is in the Git log.
