Mathicgb

Hi everyone,

I've packaged another math library and future Macaulay2 dependency, 
mathicgb, and pushed it to git.  It is used to calculate Groebner bases.

If anyone has any comments or is willing to sponsor it, I'd appreciate it!

This is also a second call for comments/sponsor for mathic, a related 
library which defines the data structures used by mathicgb. I packaged 
it a few days ago, but forgot to include a link in my initial email.
