I personally would not sponsor packages looking like that:
$ apt-cache showsrc plplot | grep -e ^Maintainer -e ^Uploader -e ^Vc
Maintainer: Andrew Ross <andrewross@users.sourceforge.net>
Vcs-Browser: http://plplot.svn.sourceforge.net/viewvc/plplot/trunk/debian/

Packages like these should be team maintained and thus Maintainer should
be a list (in this case
Debian Science Maintainers <debian-science-maintainers@lists.alioth.debian.org>
) and consequently the Vcs URLs should point to the Vcs of the according
team.
Axel, you missed my talk in Chemnitz where I have given lots of good
reasons for this strict principle.
