I would do it like for debian-science: 

* debian-astro@lists.debian.org common discussion, developer and user
* debian-astro-maintainer@lists.alioth - Maintainer: of the packages
* debian-astro-commits@list.alioth - commit messages

The maintainer list is a bit hidden and may be used for semi-private
discussions. However, I don't see their need.

If there are no objections, I would send a bug report create the first
of these lists. 

For the alioth project, I seem to have no access to "My Page" and
therefore cannot create anything there. Maybe because I am not a DD
(yet). Could I ask you to take this? You were prepared to do so anyway
:-)
