I looked quickly at Tracker, it depends on xuggler which is not packaged
in Debian yet (RFP #567779), so that would be a first step.
Upstream seems interested in providing installers for a wide range of
systems too, you could probably try to convince them to build a Debian
package with a tool like jdeb.
