New upstream/fork of cernlib

Hi,

I have begined to fork cernlib and to create a opencernlib package.

First low hanging fruit is minuit
git://opencernlib.git.sourceforge.net/opencernlib/libcernminuit

I will fill an ITP soon in order to package it for debian.

Plan is to slowly move existing cernlib to new upstream.

When libcernminuit is done we could drop its compilation in libcern
and only link add link to this lib.

Piece by piece we plan to replace cernlib part.

Any suggestion welcome
