Merge of pkg-scicomp into the Debian Science Team

Current situation:

For now, there are two teams handling scientific packages:
* pkg-scicomp. This team handles mostly Scientific Computing software.
* Debian Science. This team handles scientific software without
distinction.

Pkg-scicomp predates Debian-science. It has been created with a strong
focus on scientific computation. Whereas Debian Science has been started
to make Debian the reference distribution for Scientific software.

Currently, in term of number of contributors, figures are the following:
pkg-scicomp: 35 total, 10 also in Debian Science (28.6%)
Debian Science: 58 total, 10 also in pkg-scicomp (17.2%)

Therefor, about a third of the pkg-scicomp people is already also in
Debian Science, and about a fifth of Debian Science does work in the
SciComp group.

About the number of packages managed
pkg-scicomp: 51
Debian Science: 79

Rational:

The merge of both teams will have some advantages:

* Simplifies for new contributors to know in which teams he/she would be
involved and therefor in which team the package should be uploaded.

* Avoid to duplicate some administrative work (Wiki pages, Policies,
etc).

* Discussions may reach a wider audience, avoiding cross-posting
There are often discussions on one or the other mailing lists which can
interesting for the other (sometimes, happening on both at the same
time).

Merging both projects will enable better cooperation and communications
within the Debian Project for Science projects.

Note that all the technical packaging discussions should be posted on
Debian Science-maintainers. Debian Science being user oriented.

This could happen step by step.

1) Give the time to the maintainers of pkg-scicomp to subscribe to:
* Debian-Science alioth project [1]
* Debian-Science-maintainers mailing List [2]

If maintainers want to migrate their packages on the VCS of
Debian Science by themself, they are welcome.

Note that such modifications involve:
* change of the Maintainer field
* change of the VCS URLs

2) Update of the related documents:
* Debian-Science policy
* Debian wiki

3) All remaining packages on pkg-scicomp are merged by the administrators
into Debian science.

4) Delete of the remaining items of pkg-scicomp

If there is no strong opposition, we would like to do that in the next few weeks.
