The official debian package is dcmtk. You might also want to try amide (pick it from sid or from the paipix repository if you need it for other versions). It depends on xmedcon. I remember that there are a couble of sites with amide dicon examples but nothing systematic...

You might try vtk, it's used heavily in medical visualisation and I
think it handles DICOM images (but don't quote me on that ;-) ).
