That is an appoach I suggested somewhere in theis thread.  Use some tags
attached to each application or program similar o debtags.

You secend question, you have a box, which may be used by several users.
Then any users sees all programs, but preferences in using a specific
program may differ.  In addition, the programs are not equal.  One has
more strength in that direction, the other is better for that specific
goal.
And sometime you know what you want to do, and you are happy to see 2 or
3 choices, and you can choose just by your own decision, because you
prefer the way of doing.
