to make such switches.

This is right and I personally behave similar.

In order to offer the alternative (c), it may be good to have
"pdfscreen" in Debian.

The problem is "it may be good".  Somebody has actually to *do* it.  So
either the hypothetical reluctant user takes over the package or he has
one reason more to switch to latex-beamer (sometimes the number of
good reasons might trigger a switch).  This is no optimal situation
but Debian is not able to support the latest user of a package with
low priority without any support of the user(s) who needs this very
package.
