Errors during install from DVD image Debian 10.4

Hi !
I've tried to install under z/VM from downloaded DVD image of Debian
buster 10.4.

During the installations I've got errors - some of them I bypassed
(see below), but one - found in another thread in this list - I cannot
bypass . It is during installation of the base system
- dependency for package s390-tools is on perl:any and it is not
resolved during the installation. Does someone know how to resolve (or
bypass) this? Without that installation fails.

Other errors:

During stage "Detect disks" I received in syslog info:

/bin/disk-detect: line 123: hw-detect: not found
/bin/disk-detect: line 231: check-missing-firmware: not found

which was bypassed by creating in /bin subdirectory (from second ssh
session) missing files with like:
return o

Additionally in log there is plenty of messages like
DEBUG: resolver (hw-detect): package doesn't exits (ignored).

I also had problem with dasd initialization in previous step -
bypassed by using dasdfmt from second ssh connection. It was in
another installation trial - I don't have syslog from that.

I don't have direct Internet connection so I have to use only DVD
image, which I mounted on loop device and set as mirror on another
Linux (amd) system.
