Bug#801913: init-premount boot script is now superfluous

Now that sysconfig-hardware brings DASD devices online before the permanent root
file system is mounted, the script

   usr/share/initramfs-tools/scripts/init-premount/sysconfig_hardware

is superfluous.  It is no longer needed.  It should be dropped from the package.
That's one less piece of code to maintain, and one less item that needs to be
included in the initial RAM file system image file.
