Where did you see libgnutls10-dev for s390? It is not there either on
http://buildd.debian.org/build.php?pkg=gnutls10 nor on
http://packages.debian.org/libgnutls10

Not very surprising as libtas1-2, one of libgnutls10 build-dependencies
has not been built either. Dear s390 people please retry libtasn1-2, the
build-error

You should update your `aclocal.m4' by running aclocal.

looks like a busted aclocal-alternative not one in libtasn1-2.
