How to boot a kernel?



So, now I've got this S/390 sitting around.  I don't have VM, OS/390, or
any other "OS" for it, and I definately don't have a tape subsystem for
it.  I do, however, have the SE laptop inside of the machine which can
load 'images' into the machine and IPL them.  Is there some way that I can
use that to boot a debian installer image?  Everything document I've seen
wants a running copy of VM or OS/390, or access to a tape subsystem to be
able to boot.

And, yes, it's unlikely that I'll be able to get a tape subsystem for
it...
