Please rebuild python-bz2 1.1-6 with newer debhelper

Hi Porters,

dh_python of debhelper had bug that has been fixed in version 4.1.60.
Could you please update the changeroots and rebuilt python-bz2 (version
1.1-6), because that build failed due to the dh_python bug.
