If it is a "pure" rust source tarball or a python/rust mix you'd depend on the crates (i.e. librust- packages) and use the wrapper script in d/rules (see src:python-cryptography). A neat trick you can do if the source tarball contains crates in a workspace is to package their respective dependencies and just symlink the local crates into the debian registry replacing the "online" one (see src: fragments for a similar approach).
