The rationale behind that is that it takes about 20-30 minutes to package a small rust crate, filing and handling the ITP would constitute a significant increase in labour.

Yes. Note that you can still file an ITP for binary crates (CLI tools)
or regular crates, but the team doesn't really do that. (policy states
there is no hard need to do so)
