Also regarding "/join rust-team on salsa"/[2], what is the recommended procedure to join? I already have an account on Salsa.

Just go on salsa and send a request to join the rust team at salsa.debian.org/rust-team. You can already get started in the meantime by forking the debcargo-conf project and packaging tabular there. Then create a MR and someone from the team will review it.
