Это, оказывается, бага в Live-варианте Stretch: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=866206
Решения пока нет, поскольку офицальная рекомендация - устанавливать ОС с netinst образа.

When installing from a live image, the user is prompted to set a root password.
This is password is not propagated properly to the installed system.
