Смотришь спецификацию по dep-5 там есть пример. По сути примерно так:
File: *
License: Ruby or GPL-2
License: GPL-2
blah-blah короткая форма, полный текст лежит там-то
License: Ruby
либо здесь же полный текст, либо здесь которкую форму, а полный текст
лежит либо в каком-то стандартном месте либо в текстовом файле рядом.
В синтаксисе могу ошибаться, но по смыслу примерно так.
