[RFS] -- ohai 18.1.3

Hey team,

    I've updated ohai package from 17.9.0 to 18.1.3. I've verified that 
all reverse build dependencies are building correctly. Requesting for 
sponsorship / uploading access. This package is updated for updating 
gitlab to 16.6.2 [1]. As current gitlab version depends on 17.x versions 
of ohai, we can upload it into experimental. Updated package is 
available at https://salsa.debian.org/ruby-team/ohai
