It just prevents the listed files from being exported into the source package.
For the moment this affects debian/gbp.conf, which you need as soon as you
change e.g. the debian branch [1] or use the overlay layout (as myself).
Further debian/salsa-ci.yml is also not necessary for packaging the software
itself.

I have already done this locally but did not yet submit the change.
