Just uploaded a new version of src:gem2deb where I dropped the dependency on dpkg-dev from gem2deb-test-runner. autopkgtest should not rely on development tools beyond what's minimally necessary to actually run the tests, so dpkg-dev (that pulls in compilers and another ton of stuff) should not be needed. If packages start failing, it may be that they are implicitly relying on having development tools installed. In this case one should probably review the tests, because in most cases development tools beyond what gem2deb-test-runner pulls in as dependencies should not be needed.
