I have removed the unnecessary dependencies from the control file. However, about the debian watch, the project is currently not making its releases on github. Therefore, I don't know if it is a good ideia to make this change.

And I think that you should start to import the upstream source code from github, where you can get and run tests (upstream do not ship with test files). Maybe you can point debian/watch to github and stop importing from rubygems for now. Consider this as an extra :)
