No, packages consired "ready for upload" are those with a distribution
different from UNRELEASED in the last changelog entry that DO NOT have a
tag corresponding to the latest version and do not have the same version
already in the archive:

I'm not sure how/where to document this. Will the general workflow
assume PET is being used?
