Ruby load path and vendor_ruby

Hello!

In the process of getting more Ruby libraries packaged for Debian, I spoke with Yehuda Katz last night about a library he wrote. He had mentioned something about the Debian library locations that is "incorrect" for library code that isn't Ruby's stdlib: all the Debian ruby libraries put the code directly in /usr/lib/ruby/1.8 (for example), and it should go in /usr/lib/ruby/vendor_ruby/1.8, so a developer can choose whether to use that, or use their own vendored (in their application) version.

I know it would probably be considerable effort to repackage all the lib*-ruby code in Debian, but it might be the right thing to do for long term interoperability between the Ruby and Debian communities.
