There was a further posting which (I believe) clears up any possible
problem for Debian using "riscv64". Debian (like Fedora) is producing
software to run on RISC-V and so falls into what Rick is calling
group "(2)":

Qemu is still in a bit of a grey area since it's a RISC-V ISA
implementation, although Qemu has historically ignored this sort of
issue completely.
