Bug#574060: reportbug: Should make a backup/archive copy of bug reports under the user home dir

I believe /tmp is a good default. Users who want a more permanent
location can already have that, e.g.:
mkdir ~/reportbug && echo 'draftpath "~/reportbug"' >> ~/.reportbugrc

As you may have noticed, sending the saved report as an attachment is
not useful, no. It is really only useful with reportbug -r.
