potential breaking changes in new version of python-debianbts

Dear reportbug team!

I hope this list is still active.

I'm upstream and maintainer of python-debianbts and I'm working on some 
breaking changes, namely the removal of support for positional arguments 
in `get_status`, `get_usertags` and `get_bugs`. This has been deprecated 
since 2.10.0 (2019-11) -- current version in stable is 3.1.0. So the 
removal should be safe.

Since reportbug is very important for Debian and python-debianbts a 
requirement, I want to double check with you how we want to go about me 
uploading this version. Could you test against the latest version in 
`master` at github (https://github.com/venthur/python-debianbts) or do 
you want me to upload it to experimental first?
