i was able to download the mbox and open it just fine with mutt

$ mutt -v
Mutt 2.0.5 (2021-01-21)

we fetch the mbox directly from debbugs, as if you would go on the
website and click on the mbox link, so if there's a bug it should be
reassigned to that service.

but, i'm not entirely sure there's a bug in the first place: is it
possible it's your mutt configuration that interferes? alternatively,
you're gonna have to explain a lot better what's the actual issue
youre having with mutt and the mbox downloaded via reportbug/querybts
