Bug#961512: reportbug-gtk: Keyboard navigation broken in some situations

Dear Maintainer,
When launching the Reportbug GTK, it is not possible to use keyboard
navigation.
Nothing happens when I press Tab or Shift+Tab.
The only solution I found is to use Orca navigation commands (pav num 7 and 9)
and use "/" to left-clidk "Next" button.
Another annoying keyboard navigation related issue is when I press "Back", only
Back/Next/Cancel button can have the focus using keyboard, even when I try to
use mouse click I cannot modify fields values.
In the case it could be useful, I use Mate desktop.
