Bug#586680: Misnamed option --tls/smtptls with misleading docs and missing SMTP+TLS support

Dear Maintainer,
As an easy way to mitigate the confusion, how about updating the relevant
comment in the default ~/.reportbugrc file to indicate that reportbug's TLS
support is STARTLS only, so the 'smtptls' option *actually* means STARTTLS,
which some email providers distinguish from SSL/TLS and may require using a
different port.
I struggled with this myself, until eventually I found my way to the wiki, saw
that the example for gmail uses port 587, and compared that to my provider's
"servers and ports" info... It would have saved me a lot of trouble if the
.reportbugrc had simply pointed out the distinction when I opened it to paste
in my password.
