reportbug is the tool Debian uses to report bugs. if you file a bug
against it, it means there is a bug in reportbug itself; it's not just
a generic placeholder to report bugs that are not trivial to pinpoint
to a specific issue.

if that's the case, reportbug is not the tool you should be using, but
instead you should seek advice on a user support forum, such as
https://lists.debian.org/debian-user/ ,as i pointed out when closing
the report. Please refer to that mailing list for further questions.
