I want to complete the phodav/spice-gtk transition to libsoup3.

Remmina won't run if it tries to use libsoup2.4 and libsoup3 in the
same process. The easiest temporary fix is to stop building
remmina-plugin-spice (along with a Breaks from the spice-gtk library
on that plugin). I have proposed this at
https://salsa.debian.org/debian-remote-team/remmina/-/merge_requests/3

Alternatively, Remmina could be updated to not use libsoup2 any more.
This is more complicated upstream since Remmina needs to support older
distros that don't have libsoup3 available.
