Bug#922326: Use background image file that is available on stretch and buster

The current theming package break on Debian stretch. As we want to  
provide this package for stretch-backports, we need to use a  
desktop-theme background image that is available on buster and on  
stretch.

It seems that

   /usr/share/desktop-base/<theme>/login/background.svg

is the best image to use as login manager background image.
