I have to manually ^C this.

As etckeeper has already committed at that point, I think it’s dpkg,
but may be apt as well, please reassign as suitable.
apt, I guess. You are not the fist who noticed that, that has been happening since long, was even asked about on #-devel etc.
  Also Cc’ing SRM
and maintainer of the package.

Which happens here and then on any random package. Neither is a source of it.

This is not a libreoffice problem and this is completely obvious. It just happens here on a libreoffice package.
