Gate testing migration for orphaned packages

Dear Release Team,

there was some talk already in some forums about this, but nobody 
wrote this together yet. Let me thus propose to gate testing 
migration, so that orphaned packages cannot by default (re-)enter 
testing.

Specifically the proposal would be:

- Packages with the Maintainer: field email being 
  packages@qa.debian.org should be affected (this being the "Debian 
  QA Group").

- These packages, if they are not in testing, should be prevented 
  from entering testing.

- An override in the hand of the Release Team should be available.

Questions:

- Are you open to this?

- If so, do you need a new datasource for britney for this?
