Dear RT, please unblock package rocblas.

[ Reason ]

rocblas is not migrating because of a missing build, and missing
autolpkgtests, on ppc64el. However, ppc64el was recently removed from
the supported architectures, and a bug has been filed with ftp-master to
remove ppc64el build info.

[ Impact ]

It's blocking other packages from migrating, eg: ggml.

[ Tests ]

rocblas tests need a GPU, so they are run in the Debian ROCm Team's CI.
The tests passed there (on architectures where it should).

[ Risks ]

None, rocblas is currently not in testing.

No debdiff, as this is arch-related, rather than package-related.

[ Other info ]

We will need the same unblock for hipblas/6.4.4-1, which I uploaded
yesterday with ppc64el removed. I can file an unblock in a few days, but
if this is easier for you, you could unblock it for the same reason. Our
CI test already passed.

Our tools don't really allow for this. It's best to just wait for the architecture specific removal to happen.
As the involved packages currently aren't in testing, I also don't think there's a good reason to try hard to find ways to expedite the migration.
