Done. I've uploaded rocblas  6.4.4-2, which has fixed the architecture independent packages.

- Request binNMU for ggml.

The binNMU has been requested, but has not yet been scheduled.

- Patch and upload magma-rocm 2.9.0+ds-3.

Done, assuming it's not rejected again. I've patched magma and uploaded magma-rocm 2.9.0+ds-3. It will have to go through NEW, but it's not in testing so it won't block the transition.

- Patch and NMU stdgpu 1.3.0+git20220507.32e0517-6.1.

There are a bunch of other issues with stdgpu aside from the rocm-hipamd transition. While I could successfully build the HIP related binary packages, I could not build the OpenMP packages (regardless of whether they used HIP or not). I've opened an MR that shows how to get the HIP components building [1]. The stdgpu package will be autoremoved on November 24th, and will no longer be blocking the transition at that time.

- Upload rccl 6.4.3-1

rccl has been removed from testing, so it's not blocking the transition. I'll be working on this today.
