[ Reason ]
Fix filtering snaps with snapd 2.72 and fix listing flatpaks in the
Parental Controls app

[ Impact ]
This fixes:
- Some Snap apps (telegram-desktop for instance) are hidden from the
Activities Overview
- Flatpaks were hidden from the Parental Controls app listing. One of
the upstream maintainers specifically requested that we fix this issue
which is caused by a distro patch.
- An Ubuntu engineer also fixed a memory leak in the patch that was
updated to fix the above 2 bugs

[ Tests ]
I built this package on trixie and installed it on Debian 13. I
successfully completed the test cases from

[ Risks ]
malcontent is included by default in Debian GNOME but not in other
desktops. It is included to attempt to comply with a French law that
went into effect in 2024 which mandates that computers sold in France
should have a parental controls system.

As seen by the Snap issue and fix, the impact of this app & library
goes a bit further than what is expected. That issue affects all users
even if they are an administrator and never did anything with the
Parental Controls app. I believe GNOME Shell is the only desktop with
that kind of integration with malcontent though. However, it only
affected specific Snap apps. Users who don't use Snaps at all were not
affected.

Ubuntu is applying the Snap part of this update to Ubuntu 24.04 LTS. I
don't know yet if there will be an Ubuntu SRU for the Flatpak fix.

Debian does not currently install either snapd or Flatpak by default.

This is fixed in unstable with malcontent 0.13.1-2. That version is on
track to migrate to Testing tomorrow night (November 6).

As I pointed out in https://bugs.debian.org/1120080, Debian 13 is
affected by the snap issue, even though it appears that Debian's snapd
version is older.
