[ Reason ]
The Debian GNOME, KDE and Cinnamon desktops include Google's color
emoji font by default. Annually, the Unicode Consortium releases a new
Unicode standard with new emoji. Internet communication platforms
quickly adopt the new emoji and it's important that those emoji also
work on the latest Debian Stable release.

[ Impact ]
If this update doesn't happen for Debian 13, the new 17.0 emoji
will not display correctly. For instance, the Ballet Dancer emoji will
show as two characters: person and ballet shoes. New emoji like Fight
Cloud won't show as anything intelligible.

[ Tests ]
I built this package on trixie and installed it on Debian 13. I
successfully completed the "Test Case for Color Emoji Font" from
https://wiki.ubuntu.com/DesktopTeam/TestPlans/EmojiFont

[ Risks ]
This has no impact beyond color emoji.
There is no other reasonable way to get the latest Google color emoji
than to update to the new version.
A similar update was done for Debian 12.3 for Unicode 15.1 with
https://bugs.debian.org/1057156

[ Other Info ]
The new emoji will not show in the GNOME Characters app since that
update requires backporting changes from glib2.0 2.87. There may be a
later update for gtk4 so that the emoji chooser will show the new
emoji.
