Dear release team,

I'm asking for pre-approval to package ansible-core 2.19.3 for the next trixie
point release, similar to #1110092 and #1112256, which is the latest bugfix
release of that upstream branch.

I'd also like to bump ansible to 12.0.0, similar to #1112261, which is also the
latest bugfix release of that upstream branch.

My previous unblock requests went unanswered, and as such I'd like to use this
bug report to discuss any reservations you might have before putting in the
work.
