This is from #1116370, where importing the DSA packages failed with:

Version check failed:
Your upload included the binary package thunderbird, version 1:140.3.0esr-1~deb13u1, for amd64,
however experimental already has version 1:140.2.0esr-1.
Uploads to proposed-updates must have a lower version than present in experimental.

dak shouldn't care about whatever cruft/crap/... is in experimental
when processing packages for (old)stable.
This is even clearer considering that dak is not rejecting
packages when the version in testing is lower than the version
uploaded to (old)stable-pu, example:
firefox-esr | 128.14.0esr-1 | testing | source, amd64, arm64, armhf, i386, ppc64el, riscv64, s390x
firefox-esr | 140.3.0esr-1~deb12u1 | oldstable-new | source, amd64, armhf, i386
firefox-esr | 140.3.0esr-1~deb13u1 | stable-new | source, amd64, arm64, armhf, ppc64el, riscv64
