I would suggest perhaps

new upstream bugfix release; fix a corner case when upgrading from bookworm

as the most important of the changes to call out in release notes: 
#1110696 is expected to be a rare failure mode, but is high-impact when 
it does happen.

Would it be helpful if I suggested a similar one-line description in 
future (old)stable-pu requests?
