Hi,

no, it's just because update process differs for non-urgent uploads:
- bookworm is in active maintainance so only important/security bug
  fixes are allowed and updates are done during "Point releases"
  (next will be 12.12, not yet planned)
- bullseye is in "LTS" mode, only security updates are authorized, less
  tests and "on-the-fly" updates

For urgent uploads, no differences: immediate uploads in security branch
