Please unblock package puppet-module-octavia

[ Reason ]
Looks like I forgot this package. All other OpenStack packages were unblocked
with that patch:

but forgot the Octavia one...

FYI, this patch makes it possible to use the RabbitMQ Quorum queues manager
of OpenStack's oslo.messaging lib.

[ Impact ]
Impossible to install OpenStack with Octavia with OCI.

[ Tests ]
I found out today, because I could finally run my CI with Trixie only, since
the latest unblock (for the postfix module). So I very much understand that
it will work with this patch.

No risk, fully tested.
