[ Reason ]
This updates fonts-noto-color-emoji to the latest tagged release.

[ Impact ]
The only changes in the new release are an update to the
CONTRIBUTING.md file and an update to the Syria flag.

[ Tests ]
There are no build or autopkgtests for this package.

I successfully completed the test case from
https://wiki.ubuntu.com/DesktopTeam/TestPlans/EmojiFont and
specifically tested that the Syria flag displays as intended (green
stripe on top with 3 red stars).

[ Risks ]
Key package for at least Cinnamon, GNOME, and KDE

[ Other Info ]
I previously did a Stable Update for Bookworm to update
fonts-noto-color-emoji to the Unicode 15.1 version and I routinely do
Ubuntu Stable Release Updates for the annual Unicode/Emoji updates for
this package. The next major font update is expected around November
2025.
