Please unblock package cron
the file d/cron.NEWS has been modified to merge two overlapping entries, and
make it
easier for people upgrading from bookworm to trixie to understand
the new feature ('cron -N' triggers a cron tick immediately).

[ Reason ]
if this modification is not done, *quite all* debian users who upgrade from
bookworm
to trixie will read two NEWS entries about cron, with the most recent
overlapping and
canceling the previous one.
[ Impact ]
The modification provides information about cron's NEWS, which are easier to
understand
[ Tests ]
The code is not affected, so no additional test was developed
[ Risks ]
No identifiable risk.
