Normally yes, but considering that the unstable version is a whole new
major version this line of thinking is not relevant for this scenario
at all.

Anyway, 11.8.2 is in unstable now
(https://tracker.debian.org/pkg/mariadb). Everything built
successfully in unstable, so this 10.11.x is much less likely to have
any build issues anymore so testing it is no longer important. You can
promote it now or closer to the next Bookworm point release.
